InstallShield 2009: Creating and deleting user account

Hi, I want to install a Windows Service using InstallShield professional 2009. Can anyone tell me, how can I create a Windows user account (With a specified password), adding it to the Local Administrators group and giving it the "Run as a Service" privilege.

And I also want to remove this account whenever user uninstalled the service.
