which open-source survey system is the best now?

I am looking for an open-source survey system for our department. PHP or Java are both OK. I checked LimeSurvey, but I don't like it.

There is no "best" survey system. It all depends on your needs: what is "best" for you, may very well be "worst" for someone else.

Zodiac.NET survey engine seems promising but it's a commercial one. It's also developed for .NET projects.
