Is there such a thing as a paid (or free would be GREAT, but unlikely I'm thinking) resource that could help a newbie with guidance and help as I create my first app (C# with SQLite db)?

Stackoverflow is great, but a one-on-one person who was familiar with exactly what I'm doing would be even better.

Update I'm not looking for training exactly. I can find tutorials, etc as I need them. I'm talking about advisement in the times when I don't know what to do next or what direction to go in. So, I'm asking about a person or service to "hand hold" me and guide me and advise me during this project. Thanks.

In addition to cert training, classes, college...you could also check out places like Pluralsight that offer online training.

If you're sure you want to get 1-on-1 training with someone, you could try a posting on some of the freelance sites like http://project4hire.com/ or http://odesk.com (or your software development forum of choice)

For what you're doing, I've got to think there are some online resources that would would get you up to speed for less cash though.

Cheap and dirty answer:

Go to your local college and/or community college and check out the notice boards around the CS building and any computer rooms (rooms with tons of computers for students to use). Look for posts offering paid tutoring for software development classes.

Also, you can call these computer departments and ask if they have any information about paid tutors for code classes.

Last ditch--post notices around asking for paid help.

In addition to the other suggestions: You could look around for user and tech hobbyist groups in your area. This is very dependent on where you live of course. I imagine that you'd have a number of groups to choose from in NY but few in central Wyoming.

By the way, if you're feeling lost, you may have over-reached. i find that when i want to learn a new and difficult technology that executing a number of simple projects and examples related to that technology will make it much easier for me to complete a more complex project. In other words: Swim a few laps in the shallow end and then go diving.

I'm a visual person and I know I've found a lot of helpful videos on this site: http://www.learnvisualstudio.net. The only downside is most of the content is paid.
