Do any Silverlight APIs exist to facilitate development of a custom browser-based diagramming app? It seems a shame to build something from scratch with shape primitives (such as this example), but I've searched Google and can't find much.

The only diagram library I know of is Nevron Diagram for .NET: http://nevron.com/Products.DiagramFor.NET.Overview.aspx

Not sure if it or how it works with Silverlight, though.

It supports WebForms, too, which probably still doesn't help you with Silverlight, unfortunately.

I would suggest yFiles for Silverlight. There's nothing better out there.
