Is there any well defined CELLID database for India, Google have the CELL-ID database but they have not yet provided access. i have tried opencellid but they have limited database for india.

Ericson has quite a big cell id database (more than 6million cells world wide). However, I don't know how many cells are from India and I don't think you can download the whole database (only access it via an API).
