Difficult to say. Within the UK i would suggest looking at universities that demand A-levels in Maths.

Bear in mind that at a lot of top universities, web programming is considered "easy", and hence few teach it.

I just prefer web programming, but it doesn't mean the most important thing, because learning a new programming language is not very hard if you already know a few.

But to be a good web-programmer you have to be a good programmer and that they do teach. Just pick up a few extra courses were they teach web specifics.
