How to choose the language or technology before the Application developemnt?

Make a list of all possibilities. Think of (and write down) all pros and cons for every possibility. Investigate which technologies you and / or your developers do already have experience with. Do talk about this with all developers and choose the one which seems to fit best.

I would make a list of criteria, giving each criterion weight of importance. For example:

1. Browser compatibility
2. Server compatibility
3. Customers' acquittance/acceptance/ease of
install/use
4. R&D knowledge and learning curve of switch from current technology

Then make a matrix with the criteria on the left side and technologies on the top and give marks to each.
