Best Platform and Programming Language for Network Mapper Software

Question

I want to do my final year project,and thinking of researching and building a network mapping software,But i dont know which programming language(Java,C++,C,Visual Basic)/platform(Linux,Unix,Windows) is best for this research software.Please any suggestions will be highly appreciated.

Flaws...i am familiar in Java but not Good in C and C++ but hope to improve if thats what i have to use.....

My Field of study is Degree in Computer Networks...

Any other project ideas apart from Network Mapper is also appreciated !!

Under the circumstances, I'd probably do the job in Java. For a final year project, you want to minimize risks, and using a language that's (mostly) new to you substantially increases the risk of failing to complete the project on time (or having to spend extra time on it that you should be spending on other things, which can be almost as bad).
