What is the best, most reliable web resource for browser market share?

This is required to assess which browsers should be favored while building CSS and, more importantly, browser-exceptions.

For example, should I be buiding for FF3 or FF2, given that there slight rendering differences.

Each website has different metrics based on the types of visitors it gets. Look at your own websites metrics and build accordingly.

Btw, I've found that the more technical the website, the bigger the FF market share ;)

If someone is building a site to appeal to the masses, how are his own web logs going to help, especially if traffic is initially low?

I concur, if it's your first iteration things are harder. In that case you'd want to developer for the top browsers (with versions). Which are they? I would assume that today it's IE 7 and FF3. After that you support as many browsers as your budget will allow. In either case that covers the majority

You assume incorrectly. FF2 has more share than FF3. See my answer.
