Yes.

It would be useful if you could clarify your question a bit more (Web or Desktop application? Server or Client Side (Flash, Java, JavaScript)? Any existing Framework (.net? Ruby on Rails?) or technology (GDI+? ImageMagick?), but the answer to your question is in most circumstances "Yes", and "Yes, but..." in other cases)
