You can always run a version of OSX on VMWare (or other virtualization tool) and develop using XCode.

The DragonFire SDK allows you to develop in Windows using C/C++. You then can upload your solution to them and it will convert it to Object C (or whatever the Apple language is called).
It's not free and I've not tried it but it's been recommened.
