I found the answer here.

Delay signing is a process of generating partial signature during development with access only to the public key. The private key can be stored securely and used to apply the final strong name signature just before shipping the project.

I'll leave this question opened so if anybody has this question again, there will be no need to be crushed here and also for those who believes I did this to get rep score, you may down vote as much as you want, as I stated before, I don't care about this.
