Hi,

I am looking for a CMS system which can help the team(15people) to manager tasks/projects of everyone. And we also like to have different views of the tasks, for example, Person view, Project view and Customer view, etc.

Any suggestion?

An opensource CMS system which can be customized is fine.

Otherwise, I am also thinking of building my own web program for project management. But it seems not a good approach.

My recommendation would be Drupal along with the project management module.

I'm a core contributor to web2project (and dotproject before that) and please don't roll your own. I've cleaned up so many messes from home-grown solutions that outlived their usefulness and their creator.

Check out web2project - http://web2project.net

It's LAMP-based, has a basic (and growing) API and supports lots of modules out of the box. Even more important is the permissions system. If you want to allow your customers to log in and see selected aspects of a project without being able to edit anything - or even allow them to edit selected things - it's the way to go. The reporting is pretty robust but pretty easily tweakable since it is open source.

And more importantly, by choosing an off the shelf (open source or not) component, you can focus on the things that are important to you and your job... instead of supporting yet another piece of software.

If you have a 2003/2008 windows server in your shop you could try out WSS (the free version of SharePoint).

As long as you stick to the 'out of the box' stuff it is pretty easy to configure.
