Does the California lottery ticket barcode actually contain the numbers on the ticket? If so, is it possible to decode it and get the actual numbers?

Just guessing, but I'd say the barcode is a ticket ID that is not associated with the numbers, execpt in a database at lottery HQ.

Even if you could - and it is very unlikely - it wouldn't do you any good. There are other safe guards. Enough said.

There is no point in encoding the player picks (numbers) on the bar code. The numbers are stored in the main server at the time of ticket purchase. The bar code is just a representation of some (not necessarily all) of the information needed to retrieve specific bet info. That infomation tends to be things like GameType, sale date, draw number, etc.
There is quite a bit of bet information. Not only picks but number of bets, play dates, etc. It would be a lot to bar code for no good reason. It would be completely redundant. The only reason there is a bar code is so that the retailers can quickly scan the ticket and request information from the servers.
If you are asking because you think you found a way to beat the system - stop thinking. There are a hundred things built into the systems that will trip you up and you'll do jail time. The states are serious about their money!
