If you want to use the Microsoft stack of products:

Use

• Windows Media Encoder on the pc with the cam
• Windows Media Services on the server

Edit: Did not read that you want to server flash videos. My answer applies to Windows Media only. But take a look at Media Services and Silverlight: streaming media in silverlight
