Is there any IDE that I can create DIV and CSS based webpages in GUI mode? Like we have Dreamweaver.

None that I know of.
Creating a good webpage is a tricky business, since you need to account for all browsers and how the layout is created.
What can help with doing this are css reset style sheets and to some extent css frameworks (not all though)
Learning how to do this by hand is something I highly recommend and I would never resort to a GUI or WYSIWYG creator. Just because I like having the precise control over what I want.

DO THIS BY HAND will always be great. But if you are in hustle then you surely need to get your UI in some clicks. After all you have spent your on backend.

An UI in some clicks will most likely be a template based UI of some sorts. Even if it uses your graphics.

About the best I've seen is the YAML builder but it's really only for markup, not css.
