How would I go about creating a report that retrieves data from a database?

With SQL Server 2000, 2005, 2008 can use SSRS. You can always build your own in HTML but that can make printing fun.

I would go to third party tools, as a flexible reporting solution is a project to itself, and probably doesn't fit into your development schedule.
