Response Expires not interpreted correctly in IE. Is this fixed with IE 8?

"IE will use the Expires header value directly in determining if content needs to be refetched."

Does this issue exist with IE8 also? A workaround seems to be setting the "Cache-Control" to "max-age=0", along with the expires header. Are there any other workarounds?
