I am creating a website. I want to have my whole development flow under Linux. Any recommendations on graphics software for creating UI mocks in Linux?

I use Balsamiq and it is absolutely awesome. Easy to use, the final mockups provide just the right level of detail (for me) and the price is a reasonable $79. It runs under Adobe Air, and is this Linux compatible.

I have used Pencil to create mockups. It is open-source and can be used as a Firefox extension or as a standalone program:

Balsamiq Mockup for Desktops runs on Linux and it's great. There is also OverSite http://taubler.com/oversite/website%5Fsoftware%5Fwireframe%5Ftools.shtml and Pencil (Firefox Addon) http://www.evolus.vn/Pencil/Home.html.
