website mock up, is pdf good?

Pdf format can be layered as psd file, so it's handy to cut for html purpose, what I need to know is if working on pdf file instead of psd can have some problem of quality loss or placemente or something.

I'm asking just because it's seems a pretty unusual format to me and i'm strongly in love with best practice.

Obviously I'm not a designer (otherwise i'll know the answer) but the html/php/whathever slave.

Due to a comment I add this clarification: actually I don't need to create a mock up, I received a pdf mock up and I'm asking (to myself and you) if the specific pdf format is good as others (like the most used psd or the fireworks png) to be cutted for html purpose.

pdf and psd are identical, in terms of being "bad" to convert to html... you would have to cut it yourself and generate your own html. (yes you 'can' generate html in photoshop but anyhow...)

In terms of picture quality, most default pdf will store/embed any jpg or png at 300 dpi, not really a big deal for web dev.
