Location-based Twitter search

Question

I want to execute a Location-based Twitter search using the location operator. I have tried using the url http://search.twitter.com/search.atom?q=location%3ANew York But it returns the records with the search word "New York"

Can anyone please tell how to use the location operator for twitter search?

http://search.twitter.com/search?q=&ands=&phrase=&ors=&nots=&tag=&lang=all&from=&to=&ref=&near=new+york&within=15&units=mi&since=&until=&rpp=15
