Could not create a new Web Application in MOSS2007

Hi

I am having trouble creating new Web Application from Central Administration in MOSS 2007.

It is giving out an error which looks like:

The directory C:\Inetpub\wwwroot\wss\VirtualDirectories\25921 is already being used by another IIS Web Site. Choose a different root directory for your new Web application. Troubleshoot issues with Windows SharePoint Services.

I checked even by giving a different directory, even then it is showing the same error.

I looked on web for help. But I could not find a solution.

Can someone help me with solving this problem?
