Which wireless library should I use?

I need to be able to manage a wireless ad-hoc network from a desktop PC. I need to be able to block people from entering my network but not via using the WEP or WPA key. I may need to be able to access the authentication protocol of the wireless network.

Library in C# is preferred but any other languages is acceptable. Library for Windows is preferred, but Linux library is be acceptable too.

Any suggestion?
