Does anybody know of any free Web UI design software?

EDIT: I am looking for a UI mockup tool (that is freeware) to create stuff like this: http://blogs.atlassian.com/jira/Mockups%20UI.jpg

I works a developer with the task to design the UI of an application. I want to draw some examples of how the webpages can look and show it to the requirements team.

Microsoft Office SharePoint Designer is now free. Despite the fact that it has "SharePoint" in its name, it used to be named, "FrontPage", and was a web site design product.

I would guess the "Why" is because they want you to use their tools. Start you off with a free version that lets you get a feel for it, then hopefully upgrade to the full (and paid-for) version when you need/want more.

@SLaks: It happened last Spring sometime. @FrustratedWithFormsDesigner: it's not an "Express" version. It's the full product. There is no paid-for version.

I'm a big fan of balsamiq mockups. I'm not sure if that's the type of application you're looking for.

+1 The sample that @Pich provides is indeed a Balsamiq mockup, but the only problem is that it is not free, at least in it's full form.

@Nilos Steiakakis: according to the balsimiq website, "If you are a do-gooder of any sort (non-profit, charity, open-source contributor, you get the idea), email us with a short blurb and we'll send you a license, FREE of charge." There's also other conditions upon which they'll give a free license, including one where you agree to demo the product to a group of 15 or more professionals.

Try NVU (pronounced N-View) which is free. It's a WYSIWYG HTML editor availble at www.net2.com/nvu/download.html

However your question is quite vague and could mean many things. Could you clarify so we could answer accurately?

I like Balsamiq, but it is not free.

A free service I also like is Gliffy - which is very useful for wireframes.

Tried Gliffy, it was but unfortunately it was not free to save UI:s.

It is free to save - I have have exported plenty of wireframes from it and not paid a penny.

I ended up using http://gomockingbird.com. Free and very quick UI mockup tool with the ability to export to pdf and png.
