Does anyone know how to avoid a system hang on Windows XP when creating a database?

I installed Oracle 11g Personal Edition on Windows XP. This is on a Windows XP system with DCHP, so I followed Oracle's instructions to install the Microsoft Loopback Adapter and updated my hosts file.

During install I told it to create a Starter database. The install went ok, but I got a system hang (the whole OS and all programs) when Oracle was halfway through creating the starter DB.

After a hard boot (press and hold the power button) I tried recreating a database with the Database Configuration Assistant. Same problem: halfway through I got a system hang. No apps were responding.

I've tried variations on this theme four times. It hangs every time. I also tried removing the loopback adapter but it didn't help.
