1- Can I select programming language in the exam or I will be forced to learn both VB and C#?
2- Does MS consider testking as cheating.
2- Why testking is considered cheating in some communities? what is the difference between testking and practice exams.

1) Yes you can choose which language to take the test.
As for the Testking question, from what I've seen on their site, they look to provide mock exam questions just like many other companies. I wouldn't consider that cheating, so I guess MS don't worry too much about it either.
At the end of the day, if you pass an exam just because you memorised aset of mock questions, then when you get a job because of your certification, and it turns out that you know nothing, then you'll be found out and fired anyway.
