Source Navigator is open source and cross platform (Tcl/Tk), which is now being revamped under the name of "Source Navigator NG".

It's really a very convenient tool which gives you a basic meta-view of a project, including full symbol lookup. Here's a screenshot:

OpenGrok (free) is a very powerful browser and search tool. I would check that out, as the usage is much easier than cscope. See it in action by visiting the home page.
