Not a downloadable database, but the US post office provides a web service to lookup city/state/zip information http://www.usps.com/webtools/address.htm.

Free zip code database complete with lat/long coordinates, etc.

The USPS controls the ZIP and ZIP+4 databases, and obsoletes them monthly. Beware of using old data. http://semaphorecorp.com is a cheap source of current USPS data.
