What is a good OCR that can detect handwriting?

I need a library that can extract text from handwritten paper once I scan it. Normal Latin text.

It can be a free solution or even something I have to pay for, as long as it handles handwriting for block letters (not cursive).

Does not exist OCR well recognising the hand-written text. The task in a general view not solved. Though there are strong commercial systems which it is possible to train if invariancy is not too great. For an example can look on ABBYY http://www.abbyy.com
