By using the new html5 tags like header, footer, nav, article, etc. and even micodata/formats to structure your website. From what I understand this will help search engines understand your page. If so would this help your SERP rank?

I really doubt it. Headings (h1,h2), titles, and actual content will still be the on-page things you want to concentrate on.
And your code could be complete crap but if you have tons of targeted backlinks you will be high in the SERPs

No. You can rank just as high using anything else if it's structured correctly but new tags don't make any difference at all.
