How to create users and view reports in TFS 2010?

Hi,

Recently I have installed a new instance of TFS 2010 on a MS Windows 2008. But it seems that some parts in not installed or configured properly. I'm going to define users and roles according to a specific process template but I don't know where I can do this. There is same problems with reports.
