I personally like the jQuery UI Dialog

Although the UI Dialog is very nice, I don't think it's purpose is for a tool tip type of dialog.

jquery UI Dialog is a bit too much for a hover effect. It's perfect for messaging which require user actions such as to click okay or cancel.
