I don't think you can ... Creating Application Pools in IIS

IIS 5.1 and earlier: The AppCreate3 method, the IIS WMI provider, and Application pools are not available, and therefore this topic does not apply.

how can i install iis7 on windows xp SP2 which has alreadyiis5.1,,because i installed iis7 i can see on control panelAdd/remove section,,but in administrative tool sideiis is still 5.1 ,,i need help

No you can't download newer IIS versions. Windows server 2003 came with IIS 6, Vista/Windows 2008 comes with IIS 7, Windows 7 / 2008 r2 comes with IIS 7.5. You can run a virtual machine with one of these OS on using Virtual Pc - http://www.microsoft.com/windows/virtual-pc/
