I only used SQL Developer and Toad in the past. Toad was for me the best experience and seemed the most stable one to me.

I worked with both SQL developer and Toad for Oracle and both worked well. Honestly I'd choose SQL developer - I liked it more. Why? Not sure, maybe I was more happy with fact that it's 'official' and I didn't face any compatibility issues.
But my requiremenets were fit by both.
I haven't used TOAD in a few years now, but when our shop converted to PL/SQL Developer I found that I missed some of the more DBA-oriented features TOAD provides. I do like PL/SQL Developer a lot. If you're primarily concerned with programming, I'd say there isn't a whole lot of difference between the two. The one thing I really miss in TOAD is the ability to have independent database connections within the same instance of TOAD. In PL/SQL Developer, you have to open a different window for each instance you're connecting to, or switch connections (that's annoying). I find the SQL Developer (Oracle's product) seems to be continually lagging behind the competition whenever I go to use it.
Toad is fine for many things, not really a DBA-centric tool. It's easy to set up and easy to use. Not sure I love it....but it's easy.
I'm a sqldeveloper fan. I've used toad, and sqlnavigator and while they are way more featureful, sqldeveloper provides the right amount of functionality while not breaking the bank. Also, I don't have to convince clients to purchase a license for it for their developers.
