I don't understand if you are asking to work for someone or to get someone to work for you. In the latter case I would definitely suggest www.rentacoder.com As a buyer I have been happyly working with them.

It takes some time to write down spec, but it's also good because being forced to write them down helps in thinking at subjects/potential issues you did not think before.
