It's a website designed by designers and developped by webmasters.
They use languages(php, html..), frameworks ( jquery, mootools...), technolgies( ajax..), graphics programs( photoshop,...), cms ( drupal, joomla...) and DBMS ( MySql...).
You should familiarize yourself with all this, after that you must choose what you want to be and what you want to use.
