The latest release of all the popular browsers have at least partial support. However personally I don't trust browsers to display the same page the same way without quite tweaking in css2 let alone css3.

Judging from the CSS3 Module Status, the only modules that are considered stable are Coulour Mode, Namespaces and Selectors. The Box Model is not among them, so rounded corners will take a little longer.
But of course, this is only the specification. The implementation depends on the browsers. Since rounded corners are very much in fashion right now, there may be some pressure for the browser manufacturers to start implementing them ASAP, even if the spec is not ready yet.
I just hope they don't do it. CSS3 has some great ideas, it would be a shame if it got screwed up by non standard implementations. Rounded corners, while certainly nice to have, are not important IMO. Stackoverflow is doing just fine without them ;-)

It has already been implemented using a nasty browser specific style -moz-border-radius in Firefox and Safari -- http://www.css3.info/preview/rounded-border/
CSS3 has been split into a number of modules each of which will be worked on and once development has been completed will progress to recommended status at which time implementation in recommended by the W3C.
