Solr is Lucene, it is just a wrapper around Lucene.

Um, I don't think your question makes sense. Solr is a search server built with Lucene.

I guess in a way you could say that Solr is "better" because it handles a bunch of stuff that you would have to do yourself if you were just using Lucene.
