I don't know where the documentation is, but if you write sharp instead of # you can google for it easier. dicom-sharp seems like it gives quite a few results.
For example, there's an openDICOM project here that has some documentation, not sure if that's helpful?

Thanks. I read all these tags. gdcm doesn't work on my pc, there are some errors so i gave up using it.
