I mostly use oracle sqldeveloper with the mysql addin - I think its free but with oracle it can be hard to tell. It is not open source and it is a bit bloated and slow but I like it because you can run a query and save the results as an excel file and it is a java app so runs under multiple operating systems (eg. linux/windows).
