string pathName = VirtualPathUtility.ToAbsolute(string.Format(@"~/images/PhotoAlbum/{0}/", propertyId));

or:

string pathName = VirtualPathUtility.ToAppRelative(string.Format(@"~/images/PhotoAlbum/{0}/", propertyId));
