tomcat was install through aptitude, and is in a default config. the default tomcat apps work fine. log files get populated.
what gives?
edit: Nick was right, looking for the policy information revealed the following (documented here for whoever has the same stupid issue the next time around):
there is a set of policy configuration files under (default install) /var/lib/tomcat6/conf/policy.d
. the one you car about is 04webapps.policy. Edit it to add the permissions that jruby needs. in my case, they were
// Required for jRuby
permission java.util.PropertyPermission "jruby.*", "read";
permission java.util.PropertyPermission "jruby.*", "write";
permission java.util.PropertyPermission "java.io.tmpdir", "read";
permission java.util.PropertyPermission "*", "read";
permission java.util.PropertyPermission "*", "write";
permission java.lang.RuntimePermission "getClassLoader";
permission java.lang.RuntimePermission "getProtectionDomain";
permission java.lang.RuntimePermission "createClassLoader";
permission java.lang.RuntimePermission "getenv.*";
permission java.lang.reflect.ReflectPermission "suppressAccessChecks";
permission java.lang.RuntimePermission "accessClassInPackage.org.apache.coyote";
