Android 2.2 emulator package download failed

While trying to install android emulator, It says nothing installed with the following error:

Downloading SDK Platform Android 2.2, API 8, revision 2 Server returned HTTP response code: 403 for URL: http://dl-ssl.google.com/android/repository/android-2.2_r02-windows.zip

I get the same error when I try to download any android emulator package.
