fake entry from particular site

in my site lot of dummy entry from this URL

http://207.46.192.232/bvsandbox.aspx?

This user increase traffic.

Can you tell me, is this a hacker's URL?

Google it.

Is it doing malicious things? Directory traversals? Appending bad looking query strings? POSTing to random pages? Requesting weird URLs?

This seems to be an address of Microsoft Translator (similar to Google Translate) so I think it's not a hacker but just some foreigners accessing your site via that translator.

Next time you can find this out by yourself - Google for it or just enter the IP to your browser and see the magic.
