Each plugin has a link to the plugin's site. If there is not a specific license referenced, I suggest contacting them through their sites.

I will add that often the licensing can be found in the remarks of the jQuery code itself. For example, "jQuery Cycle" has the URL to its MIT and GPL licenses as well as some other information. http://jquery.malsup.com/license.html

AFAIK Jquery doesn't support out of the box solutions for that. You should rather look into the yahoo library or mootools for that. You can however use Jquerys animation functions to do it yourself or use jquery plugins for that.

The MIT license ( http://en.wikipedia.org/wiki/MIT_License ) is a free software license that specifically says the software is free to "...use, copy, modify, merge, publish, distribute, sublicense, and/or sell copies of the Software, and to permit persons to whom the Software is furnished to do so..." I am not a lawyer and thus cannot give legal advice, but I have seen MIT license software used in commercial products.
