You can get all the official Oracle documentation for free here: http://www.oracle.com/technetwork/indexes/documentation/index.html, just select you DB and on the next page click "View library". For PL/SQL I can suggest "Application Developer's Guide - Fundamentals" and "PL/SQL User's Guide and Reference". And of course "Concepts".
