as the title where i can download google maps api (javascript) i try to extract it from the browser, but not all of the api i can download. i think it will be easier to develop as we have the code.

Maybe you would like to develop with OpenLayers. It's an OpenSource Wrapper around Google Maps Api, OpenStreetMaps, Yahoo Maps, Bing Maps and lot of other MapServer.

You shouldn't, and it may possibly be in breach of the TOS.
I'm not sure what your use case for this is, as an internet connection is required to download map tiles.
