Need Help: If anybody can decode this CBS message sent through RNC to one of the mobile handset in Srilanka.otherwise guide me to decode this message.Msg is

Quotation=== The message received by phone, with message id=1, is “[…][…][…][…][…][…][…][…][…][…][…][…][…][…]26vwFFFFFFFFFFFFFFF - continuing ‘F’ characters. The “26vw” part changed sometimes.
