I need any help regarding resume (CV) analysis (a.k.a parsing).. any opensource lib, any specs, any docs..

I take it you want to search CVs and resumes for keywords so you can stratify the applicant pool into clear "maybe"s and "no"s without taking the time to evaluate each application/applicant? I might just disagree with this on principle...

People use name taggers. People use base noun phrase taggers. People use regular expressions. People use document zoning algorithms. People use giant quantities of secret sauce, since it's the value proposition of their businesses. Not much published, rather a lot of people selling.
