any free resource or any one can share the DB ?

You can get the list of all the cities of all the countries from MaxMind for free!!

OpenStreetMap has coverage of India's major roads, so presumably it has all the cities that they link. You can download an India extract here: http://downloads.cloudmade.com/asia/india
